Dr. Charles Brown III is a dedicated Workforce Development Professional and Associate Pastor, currently serving as the Board Chairman at Living Waters That I Am Church in Richmond, CA. With 18 years of experience in ministry, Dr. Brown has made significant contributions to his community through both spiritual leadership and workforce development initiatives.
In his role as a Business Services Representative and Reentry Coordinator with the Workforce Development Board of Contra Costa County (WDBCCC), Dr. Brown is involved in a variety of activities, including business development and fostering partnerships with the East Bay Small Business Development Center (EBSBDC), post-secondary educational institutions, community-based organizations, and other key stakeholders. His responsibilities also include planning and coordinating employer recruitment events, facilitating business engagement presentations, and providing information on government incentives, business advising, government contracting opportunities, training, and access to capital.
Prior to his current position, Dr. Brown worked as a Job Developer for the Oakland Private Industry Council, Inc., where he focused on job development for public assistance participants, conducting presentations for employers, and facilitating job readiness workshops.
Dr. Brown holds a Doctorate in Theology/Religious Education (PhD) from Sacramento Theological Seminary and Bible College, a Master’s in Public Administration (MPA) from Almeda University, and dual Bachelor’s Degrees in Criminal Justice Administration (BS) and Sociology (BA) from San Diego State University. He is also a Licensed Global Career Development Facilitator (GCDF) through Rutgers State University.
In addition to his professional work, Dr. Brown is an active member of Alpha Phi Alpha Fraternity, Inc., and participates in the 100 Black Men of Silicon Valley, a mentoring organization. He serves as Vice President of the KOL Education Foundation and is involved as a Consultant and Financial Education Facilitator, as well as a Diamond Club Member Investor. His diverse background and commitment to service reflect his passion for empowering individuals and strengthening communities.
